FORM – CLEAN AIR
The Clean Air program is a nationwide initiative supporting eco-friendly heating sources and building thermo modernization. The program offers grants for activities aimed at increasing energy efficiency and reducing harmful emissions. It is one of the most popular programs supporting the fight against smog by modernizing Polish homes. The maximum grant amount is up to 135,000 PLN. Financial support can be obtained for: energy audits, insulation of walls, ceilings, and floors, replacement of windows, doors, and garage doors, replacement of old stoves/boilers (using solid fuels like coal or wood) with modern energy sources, installation of central heating (CH) and hot water (HW) systems, mechanical ventilation with heat recovery, and photovoltaic micro-installations.
“Clean Air” is an initiative supporting the fight against smog in Poland by encouraging the modernization and improvement of energy efficiency in homes. For the 2024 program, beneficiaries can expect several enhancements, including a simplified application process, a lowered income threshold for eligibility, and reduced waiting times for decisions. Additionally, a pre-financing option has been introduced, allowing funds to be released before the start of work.
In 2024, the program will tighten eligibility requirements for heating devices, limiting support to those on an updated list of green devices and materials that meet specific emission and energy efficiency standards.
The program will run from 2018 to 2029, with key dates for participants including the ability to sign agreements until December 31, 2027, and the requirement to spend allocated funds by September 30, 2029. Applications can be submitted continuously, without specific recruitment deadlines, providing flexibility to potential beneficiaries.
The 2024 edition allows financing not only for new projects but also for those already started, provided the project began no more than six months before the application submission and not before May 15, 2020. This enables participants who have already started their thermomodernization or heating system replacement projects to apply for financial support within the program.
Eligible applicants are individuals who own or co-own a single-family house or a separate residential unit in such a building, registered in the land and mortgage register. An important criterion is also the income level—the candidate must not exceed the annual income threshold of 135,000 PLN.
The program categorizes applicants seeking funding for replacing old stoves or thermomodernization into three main groups, tailoring the support level to the individual needs and financial situations of the applicants to most effectively contribute to energy efficiency improvement and emission reduction.
For individuals with incomes up to 135,000 PLN, maximum grant amounts range from 25,000 PLN to 66,000 PLN, depending on the type of project. For lower-income households, these amounts are higher and can reach up to 99,000 PLN. The highest level of support, with the possibility of obtaining up to 100% funding, is targeted at individuals with the lowest incomes who meet additional criteria.
The scope of funding includes a wide range of activities aimed at improving energy efficiency and reducing harmful emissions into the atmosphere. Only devices and materials that meet the program’s specific technical requirements qualify for financial support.
Eligible activities for funding include:
- Energy Audits: Necessary for assessing the current energy efficiency of buildings and planning further modernization actions.
- Various Types of Heat Pumps: Including air/water, air/air, and ground source, which are efficient and eco-friendly solutions for heating and cooling.
- Gas and Oil Boilers: As well as solid fuel boilers like wood gasification or pellet boilers that meet emission standards.
- Mechanical Ventilation Systems with Heat Recovery: Allowing efficient air exchange with minimal heat loss.
- Photovoltaic Micro-Installations: Enabling the production of renewable electricity from sunlight.
- Comprehensive CH and HW System Solutions: Increasing heating system efficiency.
- Electric Heating: As an alternative to traditional heating methods, especially in the context of modernization and energy efficiency.
- Connection to the District Heating Network: Beneficial in certain locations.
- Insulation of Building Envelopes and Modernization of Windows and Doors: To reduce heat loss from the building.
The Clean Air program supports conducting energy audits, offering grants up to 1,200 PLN. This cost is considered eligible but is not included in the maximum grant limit that can be received under the program. An energy audit is crucial for obtaining support for comprehensive thermomodernization projects as it provides detailed information on the building’s energy status and recommendations for improvement actions.
To qualify for comprehensive thermomodernization funding, beneficiaries must implement all recommended actions from the audit to achieve one of two criteria: reduce energy demand for heating to no more than 80 kWh/(m2/year) or reduce this demand by at least 40%.
For projects not requiring a comprehensive approach, such as single improvements that do not involve complete energy modernization, an energy audit is not required. This gives beneficiaries flexibility in choosing the scope of investments they want to implement under the program while encouraging more comprehensive energy efficiency improvements.
The Clean Air program also includes additional elements such as funding for energy audits, pre-financing, and support within a bank loan for project implementation. Beneficiaries are required to meet certain requirements after project completion, including installing low-efficiency solid fuel heat sources.

In the program the compensation is a one-time amount ranging from 4-11 thousand PLN for each reported house. In the program we offer up to 50% shares in the project company, and in the programs , , and we offer a percentage commission on energy sales for a period of 10 years. The programs described above are directly related to energy production from BSE power plants (except for Program No. 1, which is settled on a fixed amount basis).

The table presents the compensation for Brokers/Agents over a period of 1 year/10 years from energy sales, depending on the installed capacity and the amount of energy production from BSE Power Plants. In programs , , , and , the Broker/Agent will receive a fixed commission from energy sales over a period of 10 years. In the case of the Clean Air+ Program, by reporting 3 to 6 houses (with the value of one report being approximately 8 thousand PLN/house), they can earn a compensation of 20 – 50 thousand PLN/month.
